Why I Started This Firm
I founded Spencer Construction & Engineering in 2015 because I kept seeing the same problem: public and private clients struggling to find one firm that could take a project from pre-design through construction closeout without dropping the ball on compliance, budget, or schedule. That is what my team does every day.
I am a Florida-certified General Contractor (CGC), and Spencer C&E is authorized by the Florida Department of Business & Professional Regulation to provide both Professional Civil Engineering and General Contracting services. Before I started the firm, I worked as a civil designer, construction inspector, project coordinator, and project manager. I have sat in every seat on a project, and that is exactly why my team delivers the way we do — we know where things go wrong because we have been in the field when they did.
We serve school districts, municipalities, transportation and electric authorities, airports, and private developers across Northeast Florida. Our project work spans site development, ADA improvements, drainage and infrastructure, new construction, and renovation. We are a certified woman-owned firm, and we take that seriously — not as a label, but as a commitment to the communities we build in.

More than a decade of building in northeast florida
Spencer Construction & Engineering was founded in Jacksonville, FL in 2015 with a straightforward mission: deliver construction and civil engineering services that public and private clients can rely on from the first meeting to the final punch list. Over the past decade, we have built a reputation for compliance, accountability, and the kind of field-level expertise that only comes from having worked every role on a job site.
We are authorized by the Florida Department of Business & Professional Regulation to provide both Professional Civil Engineering and General Contracting services — a dual authorization that allows us to serve as a single point of contact for the full project lifecycle. We are a certified Jacksonville Small & Emerging Business (JSEB), Woman Owned Small Business (WOSB), Minority Business Enterprise (MBE), Woman/Minority Owned Business Enterprise (W/MBE), and Disadvantaged Business Enterprise (DBE), and we bring that certification to every public procurement we participate in.
